In Charlotte, a federal judge ruled this week that DeCarlos Brown, charged with the August 2025 stabbing death of 23-year-old Ukrainian refugee Iryna Zarutska on a light rail train, is not competent to stand trial; he has been committed to a federal psychiatric facility for up to four months of treatment, with no trial date on either the federal or state track. Zarutska had fled the war in Ukraine, built a life in Charlotte working two jobs and studying English, and was stabbed from behind by a stranger while riding home after her shift; her family, still in Ukraine, continues to wait for justice.
